The Google Keyword Tool is part of Google AdWords. Unlike most of Google's services, AdWords is not a free service. It's where Google makes much of their money. Therefore, expect to pay about US$5.00 just to get an API key to use the service. After the initial $5, you can de-activate any AdWord campaigns that you set up during the sign-up process.
